One-Of-a-kind Covenant

The Northern Mariana Islands’ (NMI) Covenant with the United States was unprecedented. Negotiations took years. The USA wanted to secure a strategic military position. The US was willing to give the people of the NMI a generous arrangement in exchange for a long-term lease of that land.

NMI secured a set of agreements that none of the other territories enjoy. Some enjoy certain benefits, but not the full autonomy and tax exemptions offered to the Commonwealth of the Northern Mariana Islands (CNMI). The Covenant provides incentives to empower individuals, families, businesses and the CNMI economy.

These incentives include rights to constant U.S. protection, a Economic Incentive District, exemption from the Jones Act, mirroring of the U.S. tax code, full control of NMTIT tax collection, control of tax rebating, natural-born U.S. citizenship, uncapped H1-B visas, a unique work visa program, unique laws for property ownership, and much more. Additionally, many consider this tropical paradise the most pristine U.S. territory with 1st world amenities and infrastructure.

The local island culture, reef, farmland and traditions are now protected. Native Chamorros and Carolinians welcome others from across the globe. Much of the population is comprised of Pacific Islanders. This melting pot of cultures provides rich experiences, unexpected friendships, authentic cuisine, breathtaking views and a safe place to live.

Strategic Location

CNMI is located along the Mariana Trench, en route to the USA from many countries in the West Pacific including Japan, Korea, Taiwan, Philippines and Australia. Importing through the Economic Incentive District could save businesses millions in tarrifs…

Tropical Paradise

Due to limited dredging, the vast majority of reefs and beaches have been protected. CNMI is known for some of the best diving in the world.  The CNMI also has the world’s most stable tropical temperatures 75°F – 87° F. The Marianas are idealic and safe. The local government welcomes any productive and contributing members of society.
